Restrict voting section on Advanced tab - just for voting or not?

This confuses me. On the Advanced tab when you create or edit a PollUnit, there is a heading named "Restrict voting". However some or all of the options restrict submissions also, correct? I say this because the tooltip for the last option in this section, "Apply restriction also to visitors" says that with this checked "users can only access the PollUnit with the selected security setting. Otherwise, the access restriction applies only to voting users.". This implies by checking this option, you will restrict submissions too, true? Then this option does not belong under a heading of "Restrict voting". I need clarity on which of these options apply to just voting, which apply to just submissions, and which apply to both.

The options under Restrict voting are designed to control and secure who is allowed to vote. By default, these restrictions only apply to the voting process itself.

When you enable Apply restriction also to visitors, you make sure that only people who are eligible to vote can even access the PollUnit. In other words: if someone is not allowed to vote, they cannot enter the PollUnit at all. Once a user cannot see the PollUnit anymore, they naturally cannot submit entries either.
