Participants should be able to delete their own photo contest entries

After a participant submits an entry to a photo contest they should be able to delete that entry and submit a new one. That capability existed up until recently. Now only an admin can delete entries I don't know when this changed or why. Please restore that capability as it was before. Thank you!

this functionality was not changed intentionally and I could not reproduce the problem. Can you tell me how to reproduce it?
