Voting restriction by cookie is not functioning

The IP address restriction does, but voting restriction by cookie is not functioning.

i just checked the cookie restriction and for me it is functioning. Do you have further instructions to reproduce this?
Maybe you are logged in? Users with accounts can always vote because we think an account check with email verification is safer than a cookie check.

I have tried your link but i can only vote once (as long as i do not clear my cookies or switch the browser).
Do you see the "new participant" Button?
