Allow voting of once per day

Pollunit has a number of voting restriction options, but one that doesn't look to be available that I see in other photo contests is the ability for voters to vote once per day. I suppose this would be done per device via cookies, but I suppose this could apply to the other methods of restricting voting as well, allowing 1 vote per day per IP/email/device/etc.

We are going to implement this in the future, but it is not available yet.
