How to Allow Voting but Not Submissions

I will be uploading all of the photos for a contest. Once all of the photos are uploaded, I would like to invite people to vote. How do I invite voters without allowing them to add photos?

If you upload all the photos to the contest, you can disable the upload for participants in step 4 of the wizard.
Just uncheck "Allow image upload".
