In a voting poll you guys allow users to leave a comment, and I can require their name…
but for some weird reason those options go away when the poll type turns to a survey. i still want people to leave comments on the survey choices…and i want to know their name as well, lol.

That's intentional and mainly comes down to the different purpose of the two poll types.
Voting polls, including photo and video competitions, are designed for casting votes. The participant name is part of the initial voter identification before the first vote is cast, and comments naturally belong to a submission or option.
Surveys are designed to collect information. That's why we recommend simply adding a Short Text question for the participant's name in a »Entry Step«. This is also more flexible, since questions about the participant may appear later in the survey rather than at the beginning.
The same applies to comments. In a survey, it's not obvious what they should belong to, the entire survey, each step, each question, or each answer option?
Could you describe your use case? I'd like to better understand what you're trying to achieve.
Hey Markus, thanks for reply. Here is my use case. I am picking Titles, and Subtitles for a book we are writing. We wanted to do this using the voting tool, as we want users to be required to enter their name and email to start the voting process (and those things to be attached to how they rank the various titles). we then want the users to land on a page with the 10 titles on the left, and they drag the titles to the right and place them in the rank they wish to see. we say that because right now the user lands on the page, moves 1 item, clicks finish and it counts the other 9 positions as if they user moved them there, when in reality they only moved one item, the rest were randomly placed.
that said my question about the comments. we are doing the survey, since you guys don't let me do ranking on the voting unit for some weird reason (but i am sure you have one).
so when users are reading the titles we want to let them leave comments or thoughts about the various titles, why they like some and dislike others. i made a clone of my poll, so you can go see what our use case is, and hopefully give me some tips:

We usually develop new features very closely together with our users and their real-world use cases. So far, using ranked voting together with the features of a regular voting poll (such as participant information and comments) has simply never come up.
I think your use case makes sense, though. Supporting ranked voting as a voting method in a regular voting poll would probably be the better solution than trying to add more voting-specific features to surveys. I'll discuss this with the team. I think it's a reasonable feature for us to plan.
The behavior of the ranked voting itself is a separate topic. I'll also add your feedback about the initial ordering and ranking interaction as a feature request. I can't promise how we'll prioritize it, especially since we also have to consider usability on mobile devices, but I do understand why the current behavior isn't ideal for your use case.
