I am trying to do a photo contest for our soccer club. I want people to be able to upload their team picture according to their age divisions. And then people to go into the different age divisions and be able to have 1 vote per age division. Is this possible to do?

You would need to create a single photo contest for each category.
You can then create a Landing page, where you can list those photo contests.
