Allow voting only after submitting idea?

Is it possible in a Collecting Ideas poll to not show any of the ideas submitted by other people until a user has submitted one of their own?
Similarly, I'd like to not allow anyone to vote on other ideas until they've submitted an idea of their own, but if the ideas aren't shown that takes care of the voting too..

This is not possible at the moment.
In our photo contests it is possible to show images only in the voting period if one is set. This would help your second question if we implemented this for idea collections.
