Participants is not counting correctly.

I am on the free account, which promised 40 people can participate in my poll.
I sent it to 40 people and set no expiration date, open ended.
17 people voted, and the 18th person was told the poll had already reached capacity.

The bug is that the system is somehow miscounting participants. The only thing I can guess is that the system counts any click on the poll link as participation. however that can happen in so many ways. one user can click the link 20 times. also spam and malware filters often click links to test them. or who knows, maybe the poll creator tests links before sending them.

In the end, the only way a participant should be counted is if they actually get to the final page of a poll and click submit. Users who see a poll and never interact, or only vote on, say one page of a survey, are NOT helpful to the poll creator.

Hi Mike,
If there are only 17 participants shown, participation should be possible. A participation is counted once a user completes the first step of a survey.

well that certainly didn't happen. and i had 3 people tell me they got the survey is full message.
so much so that i just had to pay for the upgrade, eventhough I shouldn't have had to with only 17 people taking my survey.

so you said "completes the first step". so if my survey had just one page to vote on a book title, they would need to have completed that ranking to count as completing the first step. just visiting the poll woudl not count as completing anything right? i.e. clicking a link and seeing the poll does not equate to completing anything.
